How do you make iPhone apps on windows?

Is it possible to create apps on windows? I found something called winchain, but it didnt have any documentation at all so I couldnt use it

The environment needs to be built using the iphone os lite suppose you could get intel version of os running on pc and do it that way but not directly in windows.
The iphone os is basically os running on in fact the cocoa framwork that os is basically os lite suppose you could get intel version of os is based on in windows.
